To completely remove your Google Hangouts account, you would need to delete your Google Account.  You can read more about deleting your Google Account here: https://support.google.com/accounts/answer/32046?hl=en

You can also simply sign out of Hangouts and just not use it if deleting your account is out of the question.  Most people go this route, because they do not want to lose their GMail and other features tied to the account.

If you are wanting to remove your account due to some kind of abuse or harassment, you can always block individuals as well: https://support.google.com/hangouts/answer/2945109?hl=en-GB&co=GENIE.Platform%3DAndroid

Why can I have a gmail account without Hangouts but I can't delete Hangouts and go back to only having a email account???? This makes no sense.

You can simply sign out of all instances of Hangouts and act as if its deleted

You cannot delete Hangouts - you can simply stop using, or get a new Google Account

It seems like many people are having this problem. It seems to a problem specifically with Hangouts on Project Fi.

There are other people on Project Fi who are having the same problem. I'm having that problem on a first generation Pixel XL phone. I wasn't really sure if the problem is with the phone or with Project Fi, but now I think that it's probably a problem with Hangouts on Project Fi.

yes i have contiued access to my google accounts. a person (Keith Greene)i know got spam on there facebook messanger i didnt realize until too late so i gave the hack my cell#. the next day yesterday i fell for a text from a Google Voice number and an invite to a google hangout for an online
