I can't use Hangouts what do I do?

in Hangouts Chrome App by (170 points)
So I went to Hangouts to message, but when I press the message button my Admin turned it off, then I installed the Hangouts extension same thing I press sign in and then the page is just blank... Can someone help me PLZ?
