My hangouts will not let me Do a single thing what do I do?

So I went to hangouts for some reason it said "talk to your friends and family" before it sad "Hi Samuel" or "Hello Samuel". But when I click "Message" it says "We are sorry, But you do not have access to Google Hangouts" Can someone help me PLZ?

Sounds like that account might not have access to Hangouts. Is it a personal account?
