Incoming Messages May Be Delayed?

Question

I am having issues under both Internet Explorer and Google Chrome with Google Hangouts stating that it is trying to reconnect and it is making it impossible to send/receive hangout messages currently. Any help would be appreciated! Thanks!

Personal computer. Windows 8.1, hp Envy, Google Chrome version 48.0.2564.109 m

Still stating that "Incoming messages may be delayed" and that it is trying to reconnect.

Are you by chance running Kaspersky Anti Virus?

If so, go to Settings on Kaspersky > Additional > Network > under "Encrypted Connections Scanning" click on "do not scan encrypted connections."
