No Notifications in Hangouts Mobile App

I have not been receiving push notifications for text messages. When I open the app, messages are present and marked as either unread or read.

I do not have this issue with the Hangouts app on my tablet, or for the Chrome extension on my desktop.
I have checked my notification settings for specific contacts and for the app as a whole, and notifications are turned on.

Please help.

1) Make sure you have enough storage space on your device

2) Enable automatic time & date (in Android settings)

3) Clear app data/cache for Hangouts
